GTA Tracker Installer Certification Standard

PURPOSE

This standard defines the craft and documentation requirements for legitimate, consent-documented vehicle tracker installation in Ontario. Certified installers carry the Fob Experts Certified Installer badge and are listed publicly. Installs performed under this certification carry chain-of-custody documentation admissible in Ontario family-law, civil, and criminal proceedings.

This standard is the first publicly documented installer certification for vehicle tracking in the GTA market. It establishes the floor below which an install cannot reasonably be called “professional.”


SCOPE

This standard applies to: – Permanent or semi-permanent installation of electronic location-tracking, telematics, or asset-monitoring devices on motor vehicles registered in Ontario – Installations performed for compensation by a Fob Experts Certified Installer – Installations on vehicles owned by the consenting party or installed with documented consent of all regular drivers

This standard does not apply to: – Anti-theft devices that report only to the vehicle owner’s mobile app (e.g., Apple AirTag deployed in a wallet/bag style) – Manufacturer OEM telematics (Lexus Enform, OnStar, etc.) installed at the factory – Insurance company UBI dongles installed under the insurer’s own program


STANDARD REQUIREMENTS — INSTALL

Every install begins with the signed Owner Consent Declaration (separate document). Without a signed declaration in hand, no install proceeds.

Required verification before install: – Government-issued photo ID matches name on declaration – Vehicle registration certificate matches VIN of vehicle being installed – Where Part E (co-driver acknowledgment) is required, all co-driver acknowledgments are signed before install

Prohibited: – Installing on a vehicle without verified ownership – Installing on a third-party vehicle even with the owner’s verbal consent – Installing on a “company vehicle” without authority from the registering company – Installing where any co-driver Part E acknowledgment is unsigned and the use case requires it

S2. Device selection

Only devices from the Fob Experts approved vendor list may be installed. The current list is published at /professional-tracker-install/#devices and updated quarterly.

Approved devices must: – Be FCC- and IC-certified for the operating frequency – Have published RF emission test reports – Be sourced from authorized distributors (no grey-market hardware) – Have a subscription model billable to the customer directly

S3. Concealment quality

The install must meet Grade B or higher on the Fob Experts Concealment Quality Rubric:

Grade Description
A Indistinguishable from factory equipment. Internal-cavity placement, factory harness path, no visible adhesive, RF-shielded enclosure if device permits. Survives 90-second TSCM sweep by certified examiner with high probability of non-detection.
B Professional placement in factory cavity, automotive-grade bonding, no visible wires, no exposed antennas. May be detectable by trained TSCM examiner but indistinguishable from factory equipment to a layperson visual inspection.
C (Not certified.) Visible adhesive, magnetic mount on undercarriage, OBD-port placement, or any concealment that fails a layperson visual inspection.
F (Not certified.) Electrical tape wrap, aluminum foil “shielding,” exposed antenna, no concealment effort.

Grade A is the target for custody-context, executive, and high-stakes consumer installs. Grade B is acceptable for fleet vehicles with disclosed drivers.

S4. Power integration

For hardwired devices: – Power tapped from a switched or always-on circuit using automotive-grade T-tap or solder splice with adhesive-lined heat shrink. Consumer tap-connectors (Scotchlok / 3M red/blue/yellow connectors) are prohibited. – Ground returned to a chassis ground point, not chained off another accessory ground – Dedicated inline fuse rated appropriately for the device (typically 1A) – All splices recorded in install photos

For battery devices: – Battery chemistry and capacity recorded on install file – Estimated battery life calculated based on reporting cadence and vehicle environment – Calendar reminder set for proactive battery replacement at 80% of expected life

S5. Thermal mitigation

Devices must be placed where: – Ambient temperature does not exceed device-rated maximum – Adequate convective airflow exists OR device is thermally bonded to vehicle structure as a heat sink – Direct sunlight does not heat the device through plastic body panels

For magnetic-mount devices: the mount surface must not exceed 50°C during normal vehicle operation.

S6. Documentation

Every install file must contain:

  1. Signed Owner Consent Declaration (original)
  2. Photo: install location wide shot before install
  3. Photo: install location after install showing concealment
  4. Photo: device serial / IMEI label before installation
  5. Photo: any power splice if hardwired
  6. Photo: vehicle VIN plate for cross-reference
  7. Photo: vehicle registration certificate (customer-provided)
  8. Concealment grade assessment (A or B) with reasons
  9. Reporting cadence configured at install
  10. Subscription account screenshot showing customer’s name as billing party

S7. Customer handoff

At install completion: – Customer receives signed copy of declaration – Customer receives 1-page Install Summary with: device model, serial, subscription ID, online dashboard credentials, 30-day warranty terms, 1-year concealment guarantee terms, removal-on-demand contact – Customer signs receipt of summary on the original declaration


STANDARD REQUIREMENTS — REMOVAL ON DEMAND

R1. Customer-initiated removal

Customers may request removal at any time. Removal: – Within 12 months of install: free – Beyond 12 months: standard removal service rate

R2. Removal procedure

  • Vehicle inspected at install location for any damage
  • Device removed cleanly with no residue
  • Power tap reversed and circuit restored to factory condition
  • Photo documentation of removal (before, during, after)
  • Removal date noted on customer’s declaration file

R3. Subscription handoff

  • Customer’s subscription is canceled per their direction OR transferred to a new device
  • Fob Experts never holds the subscription after removal

STANDARD REQUIREMENTS — INSTALLER CONDUCT

C1. Discretion

  • Installer’s vehicle has no Fob Experts signage when arriving at customer location
  • Installer does not discuss customer’s install with anyone besides Fob Experts records staff
  • Installer signs NDA covering all customer interactions

C2. Conflict of interest

Certified installers may not: – Operate a competing covert-install business – Maintain referral relationships with non-certified installers – Be employed by tracker manufacturers or retailers without Fob Experts approval (conflict-of-interest disclosure required)

C3. Mandatory reporting

If a certified installer encounters evidence during a sweep or install that suggests: – A child is in danger – A vulnerable adult is being unlawfully tracked – A homicide threat or domestic violence in progress

The installer must report to the appropriate authority. Customer confidentiality does not override mandatory reporting obligations under Ontario law.


CERTIFICATION PROCESS

Application

Open to: – Licensed Ontario locksmiths – Licensed auto-electrical technicians – Licensed private investigators with installation experience – Other professionals with demonstrable RF / automotive electrical / surveillance background

Application requires: – Resume / professional background – Valid licensing in primary trade – Clean criminal record check (Vulnerable Sector check required for certifications covering family-safety installs) – Reference check from at least 2 customers of prior work – Application fee: $250 (one-time)

Examination

  • Written exam: 50 multiple choice + 5 short answer covering this standard, Canadian privacy law, Criminal Code sections relevant to tracking, basic RF concepts. Passing: 80%.
  • Practical exam: Candidate performs an install on a Fob Experts evaluation vehicle. Install is then graded against the Concealment Quality Rubric. Must achieve Grade B or higher in the practical.
  • Verification exam: Candidate performs a sweep on a Fob Experts evaluation vehicle in which Fob Experts has pre-installed devices. Candidate must locate at least 4 of 5 devices.

Annual renewal

  • Annual renewal fee: $400
  • Annual continuing-craft requirement: 16 hours documented training (Fob Experts hosts quarterly training sessions)
  • Annual examination on standard updates
  • Spot audits: Fob Experts may randomly audit any certified installer’s work via customer-consent re-inspection

Revocation

Certification may be revoked for: – Installing without signed declaration – Falsifying declaration or install documentation – Conviction of any offence involving privacy, harassment, or fraud – Three or more documented Grade C/F installs in any 12-month period – Failure to maintain liability insurance

Revocation is publicly published.


PUBLIC CERTIFIED INSTALLER REGISTRY

A current list of certified installers is published at: /professional-tracker-install/certified-installers/

The registry shows: – Installer’s name (with their consent — they may operate under a registered business name) – Service area – Date of certification – Specializations (fleet, family safety, custody-context, executive) – Customer feedback rating (1–5)


STANDARD GOVERNANCE

This standard is maintained by Fob Experts Inc. Updates are published with version numbers and effective dates. Certified installers are notified of standard updates by email and given 60 days to adopt changes.
